Pension Revision Order Extract

Pension Revision Order:

G.O. (P). No. 87/ 2011/Fin. Dated,Thiruvananthapuram, 28 th February 2011.

Extract of order for fixation of Pension with effect from 1-7-2009.

3.2. Revised Basic Pension: To arrive at the revised Basic Pension, following, shall be determined first:-
(i) Existing Basic Pension;
(ii) Fitment benefit at 12 % of existing basic pension (i.e. of (i) above). If it
involves fraction of a rupee, it shall be rounded off to the next higher rupee.
(iii) 64% of existing Basic Pension (i.e. of (i) above) as rounded off to the next
higher rupee.
The amount so arrived will be regarded as consolidated pension with effect from
01.07.2009.
3.3. The fixation of pension will be subject to the provision that in the case of
pensioners having qualifying service of 30 years and above, the consolidated pension so arrived shall not be lower than 50% of the minimum of the pay in the corresponding revised scale of the post from which the pensioner retired. The pension will be proportionately reduced, where the pensioner had less than the maximum required service, ie, 30 years.

3.4 In cases where the pensioners having qualifying service of 30 years and above, if the consolidated pension arrived as per para 3.2 is less than 50% of the minimum of the corresponding revised scale of the post from which the pensioner retired, the pension shall be stepped upto 50% of the minimum of the revised scale.
3.5 In the case of pensioners having qualifying service of less than 30 years,
proportionate pension indicated in Schedule 1 is admissible. Proportionate pension means the maximum pension admissible for any particular stage multiplied by the Qualifying Service Factor (QS/30). The detailed table for determining proportionate pension is given in Schedule 1.
3.6 The consolidated pension arrived / the pension fixed as per para 3.4.& 3.5, will be the revised pension.

8. Medical Allowance to Pensioners & Family Pensioners
8.1. Pensioners /family pensioners are eligible for medical allowance of Rs.300/- per month. This will also apply to those who retired/ expired while in service from UGC/AICTE/Medical Education Scheme scales of pay, whose basic pension and family pension are being revised (vide paragraph 2.5) This allowance will be paid only from 01.02.2011.

9. Arrears of pension
9.1 The arrears on account of revision of pension/ family pension shall be disbursed in cash in four equal quarterly instalments commencing from June 2011 onwards.

9th KERALA PAY REVISION

PENSION REVISION
The 9th Kerala Pay Revision Commission has not turned up to consider the genuine demands raised by various organizations representing state service pensioners.
1.       Major demand for issue of Identity Card to the Pensioners for various purposes like proof of age for claiming  benefits of senior citizens, opening  and  operating bank accounts, proof for occupying government rest houses etc etc are not considered by the Commission even though there is not much financial commitment to Government.  More over the pensioners are also willing to meet the cost.
2.       Request for granting weightage based on the length of past service so as to rectify the anomaly on one rank pension was not considered by the commission.
3.       Request for a second commutation for 6 years on the basis of medical check up was not considered even though there is provision for repayment.
4.       Request for rent concession in Government guest houses and Rest houses to pensioners were not considered.
5.       Request  for Medical coverage to the pensioners as in the case of Central Govt. pensioners or introduction of Mediclaim was not considered by the Commission.
6.       None of the other demands requested before the Commission were considered.

The Pension calculation based on the recommendation of 9th Kerala Pay Revision Commission is as given below:
1.  Basic Pension as on 1-7-2009 including commuted portion of pension.
2.  Calculate 64% of Dearness Relief based on the Basic Pension mentioned in item number one.
3.  Calculate 12% of the basic pension mentioned in item number one (10% for those retired            between 1-4-2002 to 31-3-2004 as they got 5% increase in their basic pension now)
4.  The revised Basic Pension as on 1-7-2009 is the sum of item numbers one, two and three above.
5.  The Dearness Relief is 0% as on 1-7-2009.
6.  The Dearness Relief with effect from 1-1-2010 is 8% of the revised basic pension instead of the present 14%. (it means that 6% of D.R. is recovered by the Commission)
7.  The Dearness Relief with effect from 1-7-2010 is 10% of the revised basic pension instead of the present 16%. (it means that 6% of D.R. now drawing is recovered by the Commission)
